much of maryland and virginia right down to just near 50 degrees as well as out on the mountains of west virginia and in western maryland this morning, and there's a little bit of valley fog, too. watch out for that. hour by hour today, by 7:00 a.m., we'll have our temperatures into the upper 50s after sunrise, which this morning is at 6:48. by noontime for your lunch hour into the mid 70s, low humidity and lots of sunshine. during the afternoon, might have a few clouds drifting in. s sunset at 7:19. by then down to the mid 70s. i'll be back in ten minutes with another hometown forecast. traffic trouble this morning. here's the latest with danella. >> here's the situation. update on the crash, outer loop of the beltway at colesville road. that crash has been moved to the right shoulder lane, but choppers still showing you big delays. if you're about to head out of the house right now, i wouldn't even try to get on the outer loop of the beltway.

checking cameras as you pass new hampshire avenue, you're just sitting. also be aware if you're traveling along colesville road trying to get to the beltway, even university boulevard, chopper pan that area as well and you are jammed as you make your way to try get on to the outer loop of the beltway. i would just plan an alternate route. back over to you. more breaking news this morning in the middle east. protesters have stormed the u.s. embassy in yemen. they managed to get on to the embassy grounds but could not get in the building that houses the offices. demonstrators removed a sign and set tires on fire. they also brought down an american flag and burned it. this is all in response to an anti-muslim video, which also sparked violent protests in egypt and libya. meanwhile, the bodies of the ambassador to libya and others attacked are on their way back.

the pentagon moving two warships to the libyan coast. those ships don't have a specific mission, but they do give the military more flexibility to launch any mission president obama might order. the president won't say whether he's considering military action in libya, but he is vowing justice for the attack. >> what we have to do now is to do a full investigation, find out the facts, find out who perpetrated these terrible acts, and bring them to justice. >> egypt's president is vowing not to allow what happened in libya to happen in his country. you are looking live now at pictures coming out of cairo, egypt. this is a lot of activity going on there right now. protesters gathering outside the u.s. embassy. the president there, mohamed morsi, says the egyptian people reject unlawful acts like the attack that happened on the consulate in benghazi. the state department warning american embassy workers around the globe, especially in the middle east as you see on this map here, to be on alert in the

wake of a deadly attack in libya. that includes embassies marked here, kuwait, sudan, tunisia. >> the attack in libya is leading to vigils and memorial services around the world. one took place last night outside the white house. the man who organized it grew up in falls church and took a year off of george mason to become a freedom fighter in libya. he knew ambassador stevens personally. >> he was really enthusiastic about being there and he was also very enthusiastic and excited about libyan-americans coming and helping. i remember him specifically telling us that he was very proud as an american that we're here as americans helping out this revolution. >> the last ambassador was adolph dubbs. the republican presidential ticket preparing to stand by criticism of the white house's response to the libyan attacks

as they hit the campaign trail. mitt romney holds a rally at van dyke park in fairfax. tomorrow, his running mate paul ryan will hold a campaign event at the fairgrounds in harrisonburg. that will be about 2:00. >> first lady michelle obama will also be in the commonwealth today campaigning for her husband. mrs. obama will speak to supporters in richmond at 2:00 this afternoon. then she'll head to fredericksburg where she'll speak to the campaign's grass roots network at the university of mary washington around 5:00 tonight. president obama, meanwhile, is trying to win votes in a critical western swing state. he arrived in aurora last night after a campaign seepeech in la vegas. later he'll speak in golden, colorado, in jefferson county, which helped the president to win in 2008, what was previously considered a red county. that is making it a popular battleground with both mitt romney and paul ryan having visited in recent weeks. today we will learn just how

long you can expect interest rates to stay at record lows. fed chairman ben bernanke will hold a news conference this afternoon after two days of meetings by the reserves open market committee. he's expected to announce that interest rates will remain near zero into 2015. the fed may also announce another round of bond buying meant to stimulate the economy. nals the day ahead, hundreds will gather here in washington to remember the first man to walk on the moon. politicians, space explorers and the public will gather to honor neil armstrong's life at 10:00 this morning at the national cathedral. the ceremony will also be broadcast live on nasa's and the national cathedral's websites. armstrong died last month at the age of 82. he will be buried at sea tomorrow. classes at morgan state university will resume today after a man was shot on the s l school's campus. he walked into the student center, shot a man in the stomach and then ran off. university officials put the campus on lockdown and sent students a text alert about the incident. neither the suspect nor the

by late afternoon, back down to the upper 70s. a look at the seven-day outlook. can we keep this pattern going into the weekend? we'll look at that into next week. we've got traffic trouble, though, this morning. here's danella. >> still checking breaking news on the beltway. here's where chopper 4 is right now. if you're traveling i-95 southbound trying to merge on the outer loop of the beltway, seeing delays there, too. delays start around 201 and you're jammed from kennelworth avenue. these cars sitting here -- earlier the crash was block all but just the right lane. that crash is cleared but it's going to take some time to relieve this stress. if you are trying to take the beltway right now, i would avoid it and make an alternate route because the delays are significant. also in maryland, it is slow as you make your way southbound at 109. this is the bulk of your delays. delays start out of frederick.

though. facebook could see a jump on the stock market today. mark zuckerberg is handling the company's botched ipo quite well. zuckerberg recently said that the failing stock -- the falling stock price was disappointing and hurting employee morale. facebook hit the market in may at $38 a share and is currently about $20 a share. in this country, apparently the rich do keep getting richer. the census bureau says the income gap between the wealthiest americans and the rest of country grew sharply last year. according to the report, income for the top 28 of american households rose by 1.6%. overall, households earned less money last year than in 2010. in fact, if you take inflation out of the picture, the median household income was 8% lower than in 2008. that was the year before the recession took hold. a new study shows the whooping cough vaccine loses its effectiveness a few years after the final vaccination. five years after the fifth and

final vaccination is given to young children, the effectiveness drops by close to 50%. doctors suggest children around 11 or 12 receive a tetanus booster shot to help prevent the disease. children who have their tonsils removed are at a high risk of gaining weight from that surgery, according to a new study by johns hopkins university. researchers say children under the age of 6 are at the greatest risk of gaining weight. they found the average weight gain was about two to five pounds about six months after the surgery. the reason for the link between weight gain and the surgery aren't known right now, but doctors say tonsil surgery may help kids eat better. new york city could try to combat obesity by passing a ban on soda and sugary drinks today. an 11-member panel for the city's board of health is expected to vote on the ban introduced by mayor michael bloomberg. it would prohibit restaurants and movie theaters from selling sodas larger than 16 ounces. the panel is expected to approve

the ban. plus busted a booze theft ring right at new york's jfk airport. officers arrested 15 sky chef employees and three security guards in a case dubbed operation last call. police say the workers stole 100,000 mini bottles. that's more than $750,000 worth of liquor and other items. new today, the duchess of cambridge gave her first speech outside the united kingdom. prince william and his wife katherine arrived in malaysia. she stressed the importance of specialized medical care for children. she read slowly, looking up and smiling. they are on a nine-day tour for the queen's diamond jubilee. terps fans, get ready for plenty of showdowns with notre dame. the fighting irish joining the acc. the school will be a full-fledged member of the conference in every sport except football. they'll remain independent in

unlicensed with 21 children in their home is -- it was very, very shocking to me. so, my heart bleeds. because to hear something like that is very shocking. >> none of the children was hurt and they were released back to their parents. the two women each face seven counts of reckless endangerment of a child. today family and friends will hold a candle light vigil for a high school junior shot and killed on his way to school. the vigil for markell ross will happen at 7:00 tonight in the 6100 block of central avenue in capital heights. police say he was gunned down there tuesday morning as he walked to school. police have not made any arrests in that case. this morning, business owner facing charges for selling stolen hair salon products. police arrested esther goodwin. she owns the new la shs shae hair salon in beltsville. officers say they found $20,000 worth of stolen goods. they believe she placed orders with professional thieves to steal what she wanted. the business is now shut down. police are looking for women

and girls who may have been victims of so called up skirting. police arrested this man at the tacoma metro station last week. police say he videotaped women up their skirts using a hidden camera while asking them for directions. detectives believe there may be more victims, including some younger than 18. if you think you may have been targeted, call tacoma park police. an aide worker from rockville kidnapped in pakistan last year now asking for israel's help to be freed. 71-year-old warren wine steen appeared in a new internet video asking the israeli prime minister benjamin netanyahu for help. he said that the american government had no interest in him and therefore he's turning to israel. he said if al qaeda's demands were met, he would be let go. in previous videos, those demands included the freeing of militant suspects and the stopping of u.s. air strikes. this morning, there is renewed hope that an american contractor from maryland who was jailed in cuba may soon be coming home. a cuban diplomat says her

toys 'r' us is getting ready for the holiday season with a new reservation system for popular toys. the retail giant is adding a hot toy reservation system which will let customers receive e-mails when they can pick up the toy in the stores. to qualify for the hot toy system, customers must go to a toys 'r' us store and put down a 20% down payment. the company is also beefing up its layaway service. i'm not ready to think about the holiday shopping. but if you want to get a hot toy, i guess you have to. >> you're still going to see those crazy long lines and people fighting over some toys. it wouldn't be the holiday season without that. >> i think some people like

first lady michelle obama also going to be in the commonwealth today, campaigning for her husband. mrs. obama will speak to supporters in richmond at the center stage theater at 2:00 this afternoon. then she'll head to fredericksburg and meet with organizers at the university of mary washington. she'll be speaking there about 5:00 tonight. president obama, meanwhile, stumping in the critical western swing states. of colorado. he arrived in aurora overnight after a campaign speech in las vegas. later today he'll speak at a grass roots rally in golden, colorado. golden is in jefferson county, which helped the president win in 2008, but was previously considered a red county. that is making it a popular battleground right now with both mitt romney and paul ryan having visited in recent weeks. in a couple hours, hundreds will gather here in washington to pay tribute to the first man to walk on the moon. politicians, space explorers and the public will all be on hand for a memorial service in neil armstrong's honor. at 10:00 this morning at the national cathedral.

the ceremony will also be broadcast live on nasa's and the national cathedral's websites. armstrong died last month at the age of 82. he will be buried at sea tomorrow. classes resume today at morgan state university after a shooting on campus, and students there say they don't feel safe because of that shooting. investigators say a man walked into the campus student center at morgan state university, shot a man and then ran off. the victim was shot in the stomach. he is expected to be okay. university officials put the campus on lockdown and sent students a text alert about the shooting. neither the suspect nor the victim was a student and some students there say that this is a big problem. i don't feel safe. i feel as though my life could be in danger at any given moment, so i always have to look over my shoulder because you don't know what you could do wrong or how you are approaching someone in this type of environment. even though it's ungated and an open campus and anyone can come on. rar school spokesman says the university encourages nonstudents to enjoy the campus.

investigators say there could be security video of the shooter leaving the student center. today prince george's county will demolish a vacant apartment complex. it's part of a new effort to revitalize the community. around 9:00 this morning, crews will begin tearing down 26 buildings at the chapelwood apartments in the coral hills area. the move is part of an initiative to fight crime. officials say the area has been a public safety hazard. d.c. councilmember michael brown's former treasurer is denying brown's implication that he stole more than $100,000 from the brown campaign. brown came forward about the missing money earlier this week. he also said he fired hakeem sutton as treasurer when he realized most of the money for his campaign was gone. sutton's attorney says his client didn't steal anything and even suggested the councilmember used sutton to cover up his own mistakes. brown never actually said sutton stole from the campaign, but he does say he expects police to file charges soon.

today, we'll learn just how long you can expect interest rates to stay at record lows. fed chairman ben bernanke will hold a news conference this afternoon after two days of meetings by the federal reserve's open market committee. he is expected to announce that interest rates will remain near zero into 2015. the fed may also announce another round of bond buying meant to stimulate the economy. the number of foreclosures is down, but there's a flip side to that. >> reporter: here's a big story, guys. banks seized fewer homes last month, although more homeowners received their first foreclosure notices, realty track says the number of foreclosure notices, auctions and repossessions rose nearly 1% from july, what was down more than 15% from a year ago. activity rose. illinois ranked highest amongst state foreclosure rates for the first time since realty track began reporting on notices in

the hidden pond nature center in springfield on saturday. witnesses say they were at a children's fishing competition when the beaver showed up. it lunged at a 4-year-old girl. an animal control officer eventually shot and killed the animal. two weeks ago, a rapid beaver attacked an 83-year-old woman at lake barcrofh. both of these attacks are extremely rare. later this morning, a review of how they handled the outages. the commission set time aside for another hearing tomorrow if they receive enough feedback. some more breaking news coming in right now out of germany. the u.s. embassy says its con lat in berlin is now evacuated. an employee reported a strange smelling envelope. >> german investigators are examining that envelope right now. there is no report of anyone becoming sick. for more on this situation as well as the unrest in the middle

georgia avenue. also seeing delays i-95 southbound in maryland. slow from 198, sluggish as you try to make your way on the beltway in this area. also roads leading to the beltway, let's take a look at 29. slow 29 from bridge cheney to the beltway. it's very sluggish. extra delays this morning because they started early. chopper 4 is over i-270. as you make your way southbound toward the beltway, you are sluggish. delays start out of german town. good news on i-270, no reports of accidents right now. back over to you. a bit of a silver lining if you get a speed or red light ticket in montgomery county. now you don't have to worry about late fees. a maryland district judge ordered the county to stop charging the fees because it may violate state law. the county had been charging a $25 late fee if drivers didn't pay within 30 days. while it's good news for you, it's bad news for the county, which made nearly $2 million

just in late fees last year. if you try to cheat maryland's tolls by blowing through easy pass lanes, your name could soon end up in the hall of shame. state transportation officials working to find out if they can publicize the names of toll cheats and suspend vehicle registrations of repeat offenders. lawmakers are also working on legislation to crack down on drivers who don't pay. earlier this week, "the washington post" reported nearly 650,000 cars owe nearly $7 million in unpaid tolls. tonight you can voice your opinion on the planned rate increases for the dulles toll road. rates are expected to go up 50 cents for most cars next year and will eventually cost you $4.50 far one-way trip. the money will help fund construction on the silver line. the public meeting is at spring hill elementary school in mclean tonight. an undocumented immigrant is going public trying to claim a lottery prize he says someone stole from him. ramon ortiz says two years ago
